How to add new voice files?

Sorry I don't have chinese text input capability so have to post in english.
7 }, t9 ^- c6 C* S% x% x! B/ X! LI installed many domestic chinese airlines and they are great. Many of these don;t have their own voice files to identify them in ATC communication. I created some using a text to wav editor and saved them as WAV mono 32 bit float @ 22050Hz which ATC3 prefers.
3 j2 g" }9 w4 f* E3 T5 z; KWhen I play a stage with these new airlines, I don't hear anything except the error.wav.
+ t' X( _  `4 ^, o) e) L  RExperts here in this forum, what did I do wrong?

Just checked voice folds under \common and \local, seems voice files are pre-orgnized.
xls file content has no definite relationship with voice files; voice folders are named with special code.

Looked so simple. I was experimenting with VHHH and copied a China Southern voice file csn.wav into all the subfolders in common/voice and no go.

Don't think it will work. The atc communications for call signs are not in that folder, at least not in VHHH.
